You have heard that Republicans might risk losing the majority in the House and that when Congressman Mike Gallagher resigns on April 19, the Republicans will have a one-vote majority. But how and why? Let me explain by the current numbers.
- The United States House of Representatives consists of a total of 435 members.
- This means that to have a majority, you need 217 members plus 1 member, which is 218.
—Suppose there is a split: Republicans have 217 members, Democrats have 217 members, and an independent is the one member left. That means one independent member could determine who gets the speakership because 217 plus 217 is 434. The independent would bring it to 435.
- Now, where does the House of Representatives stand right now?
- Right now, Republicans have 219 members.
- Right now, Democrats have 213 members.
—When Republican Ken Buck's (R-Colorado) resignation takes effect on Friday, the Republicans will have 218 members, and when Gallagher leaves on April 19, Republicans will have 217 members.
- There is going to be a special election to replace former Democratic Congressman Brian Higgins (D-N.Y.) on April 30 and this will likely send another Democrat to Congress.
- This means that at the end of April, Republicans will have 217 members and Democrats 214 members.
- On the surface, it looks like Republicans have 3 more members than Democrats, but in reality, 217 plus 214 is 431, and half of that number is 215.5 members, which means 216 members. You will need about 217 members to pass the bill. This means all Republicans should vote for the bill; often, two or three members do not vote for a Republican Speaker or his bills, which is a big problem.
—The bad news is that Gallagher plans to retire on April 19, when holding a special election in the Red district is impossible. This would leave his seat empty and a loss to Republicans.
- The good news is three special elections in May and June to replace Buck, and other Republicans, which will likely give Republicans some breathing room.
—But that is until June, and Democrats may take control of the House before then if Republicans do not stick together or if there are one or a few defections.
